建立关闭企业遗留环境风险基金的可行性初探

企业由于布局调整、结构优化等原因被关闭、停业或搬迁后,在解决其遗留的环境问题时往往存在责任主体不明确或难以追究的问题。借鉴美国、日本等国家的先进经验,结合目前我国的基础现状和面临形势,提出建立关闭企业遗留环境风险基金的政策建议。该基金可通过试点先行,由政府环境管理部门以信托基金的形式建立,资金来源可包括政府拨付、向企业收取、社会捐助、国际资助和基金孽息等,委托专业机构管理,以项目周期管理模式操作。

Using the advanced experience from the United States, Japan and other countries with a combination of the current situation of our country, this paper puts forward policy and suggestions to manage the remaining environmental risk fund after company shutdown. This fund can be constructed as a pilot, and the government departments can set up a trust fund. Funding sources can include government grant, charging companies, social donations, international aid and fund fruits, and the fund can be managed by a specialized agency to operate the project in a cycle management mode.
