Analysis and Implications of the Hospital Pharmacy Trusteeship Mode

从国内经典的医院药房托管经营案例入手,采用文献资料回顾、专家访谈等方法对托管模式的优势、劣势、面临的机遇和挑战进行分析。分析显示,医院药房托管经营模式是为应对当前"以药养医"情况,各级政府和医疗机构在"医药分开"的主导思想下进行的探索,此模式对政府、医疗机构、医药流通企业和患者等不同主体各有利弊。药房托管经营模式是我国医疗卫生体制走向"医药分开"的一种过渡性策略,但目前仍无法从根本上转变"以药养医"的现状。

According to the classic case of pharmacy trusteeship mode in China, the advantages and disadvantages combining with the opportunities and challenges of pharmacy trusteeship were analyzed through literature review and expert interviews. The study showed that the pharmacy trusteeship mode aiming at solving the current problem that drug subsidized medicine is an exploration that is made by the governments at all governmental levels and the medical institutions in the guidance of the separation of clinic from pharmacy. The advantages and disadvantages of pharmacy trusteeship mode for each subject are government, hospital, pharmaceutical distribution company and patient existed simultaneously. In conclusion, pharmacy trusteeship mode is a transitional strategy of the separation of clinic from pharmacy in China, but the current situation of covering hospital expenses with medicine revenue cannot be solved fundamentally trough this way.
