水电站大坝运行安全应急管理刍议

Introduction on the hydropower dam safety emergency management

水电站大坝运行安全应急管理是大坝安全管理的重要环节,是保障大坝运行安全、减轻直至消除大坝事故后果的最后一道防线。从应急管理的一般规律,分析、探讨了水电站大坝运行安全应急管理各个阶段的工作内容,强调要从大坝安全全过程来重视、加强大坝安全应急管理;从水电站大坝安全应急工作的流域性、社会性,分析了应急预案编制的内容和管理要求,提出了新形势下大坝运行安全应急管理亟需加强、改进的几项工作,旨在抛砖引玉、共同探讨,推进、提高水电站大坝安全应急管理工作。

As the ultimate measure for ensuring dam safety, mitigating and eliminating the effect of the dam failure, dam safety emergency management is the important aspect in dam safety management. Based on the general rule, this paper firstly discusses each stage function in the dam safety emergency management, and emphasizes that dam safety emergency management should focus on the total course of dam safety management. Secondly, it analyzes content and management requirements for the emergency action plan stressing on the dam system and its sociality. At last, this paper proposes some pressing activities for improving dam safety emergency management in new situation.
