摘要
为科学评价军工科研院所核心竞争力,持续提升其竞争优势,本文以资源基础理论为切入点,对军工科研院所的特点及其面临的环境进行分析,从核心竞争力支撑、核心竞争力体现、核心竞争力效益3个维度构建了军工科研院所核心竞争力评价指标体系。采用基于格栅获取的Borda数分析法和D_S证据理论对某大型军工科研院所进行实证评价,结论表明该军工科研院所整体核心竞争力处于较强水平,核心竞争力支撑与核心竞争力体现体系发展完善,核心竞争力转化为效益的能力有待加强。
In order to scientifically evaluate the core competence of military research institutes and raise their com-petence advantage, this paper makes use of the resource-based theory as a starting point and conducts an in-depth analysis on the characteristics of military research institutes and the challenges they are facing. An index-evaluation system for the core competence of military research institutes is established from three aspects,including the sup-porting system, the value-reflection system, and the revenue-acquisition system for the core competence. This paper conducts an empirical evaluation on the core competence of a large-scale military research institute by using the Borda grid method and the D-S evidential theory. The analysis showed that the military research institute has a high-level core competence,and its supporting system and the value-reflection system for the core competence are well developed. However, there is a great need for the revenue-acquisition system to be enhanced.
