粗放型经济增长模式为历史文化名城保护带来了极为深刻的负面影响,单纯追求GDP指标增长,使得历史文化名城保护长期得不到重视。多数政府并未把保护工作列入重要议事日程,仅作为主管部门的一项业务,许多地方编制了保护规划,却将其束之高阁。随着经济发展步入新常态,历史文化名城保护也应顺势而为,找准契合点。从夯实公共政策的基础抓起,使其更具针对性。根据历史文化名城的存续特征及其保护工作的特殊性,进一步完善法律体系,制定专门行政法。建立健全保护监管体系,尽快完善和落实监督机制、问责机制,保障专家咨询制度和公众参与制度。

Extensive economy growth mode has a profoundly negative effect on the protection of historic and cultural cities. On account of single-minded pursuit of GDP index＇ s growth, the protection of historic and cultural cities has been ignored for a long time. Most governments have not put the protection into their agenda as an important work. They just considered it as a project of competent depatrment. Protection programs were constructed in many places but are just put on the shelf As the economic development steps into the new normal, the protection of historic and cultural dries should move on with the tides and capture the conjunction point, starting from fortifying the foundations of public policies and making them more specific. In accordance with characteristics of existence of historic and cultural cities and parti^atity of the protection, we shall further improve legal system and establish specialized administrative hw. We also shall establish sound protection and regulatory system, perfect and implement supervision mechanism and accountability mechanism as soon as possible, and guarantee expert consulting system and public participation system.
