亚洲发达国家和地区闲置工业用地管理经验与启示

Experiences and Inspirations of Idle Industrial Land Management from the Asian Developed Countries and Regions

对新加坡、日本、韩国和中国港澳台地区预防和处置闲置工业用地的政策措施进行梳理分析,总结其主要经验,并结合我国目前在预防和处置闲置工业用地方面存在的实际问题,对加强闲置工业用地管理提出政策建议:运用税收工具增加工业用地闲置成本;改进供地方式提高工业园区用地效率;理顺法律关系落实工业用地使用条件;创新政策措施确保工业用地按期开发。

In this paper, we first investigate and analyze the policies and measurements of the prevention and disposal of the idle industrial land in Asia developed countries and regions, such as Singapore, Japan, Korea, Hong Kong and Macao. Moreover, some conclusions of their experiences and achievements are given for the sake of providing references for our reality. Regarding our specific problems, we proposed several suggestions and measurements： （1） using tax policy to increase the cost of holding idle land; （2） improving the method of land supply to raise the land-use efficiency of industrial park; （3） perfecting the legal system to ensure the requirements guarantee the development of the industrial land on schedule while using industrial land; （4） creating new policies to
