乡镇规划建设用地标准的合理性探讨

The Rationality of Standard for the Township Construction Land

针对《镇规划标准》中的镇(乡)建设用地标准的合理性展开讨论。新型城镇化的时代背景对镇(乡)规划提出了新的要求,研究通过对《标准》颁布以来,镇(乡)建设用地与人口的增长速度对比,可知人口城镇化速度大于土地城镇化速度,土地浪费现象仍未得到遏制。且通过对《标准》条文的研究,发现人均建设用地人口统计范围的不合理与建设用地比例内部存在的不合理问题。镇(乡)规划建设用地的标准亟待调整。

This study conducts a discussion on the rationality of construction land standard in towns based on＂ Town Planning Standard＂ （＂ Standard＂）. The historical background of new-type urbanization proposes new requirements to planning of towns. Through study on the contrast between construction land and population growth rate after the issue of ＂ Standard＂, it can be known that the rate of population urbanization is higher than that of land urbanization, and the land waste has not been prevented yet. Based on the study on the articles of ＂ Standard＂, it found that there is irrationality in the demographic statistical range of per capita construction land as well as the interior of construction land ratio. Hence, the standard of construction land in towns requires adjusting.
