高校落实党风廉政建设党委主体责任背景下的廉政风险防控探析

Analysis on Corrupted Risk Prevention and Control in the Context of the Implement of College Party Committee's Main Responsibility of Party Members' Working Style and Anti-corruption

高校廉政风险防控工作经过多年实践取得了一定成效,但随着工作推进的越来越深入,也走进了一个亟待突破的瓶颈期。在落实党风廉政建设党委主体责任背景下,能否牵住高校党委主体责任这个"牛鼻子",对破解当前廉政风险防控工作的僵局有着深远意义。深化高校廉政风险防控工作,高校党委在落实党风廉政建设主体责任过程中,要抓好教育宣传,以"廉政服务"理念引导师生思想到位;科学合理配置权力,做好规范指引;突出工作重点,把好廉政风险管理的梳理、评估、预警关;坚持"于法周延,于事简便",做好内控制度的规划与设计;以科技助力打造廉政风险自动预警平台;强化高校纪委监督责任,着力破解廉政风险防控中的失控难题。

The corrupted risk prevention and control has obtained some achievements after years of practice, but today it is mired in a dilemma. It has profound significance that if we can grasp the opportunity with the Implement of college Party committee~ s main responsibility of Party members~ working style and anti-- corruption. In order to prevent and control the corrupted risk deeply, the college Party committee should guide the thoughts of teachers and students with service concepts according to educa- tion and propaganda,distribute power scientifically and reasonably, focus attention on corrupted risk＇ carding,estimate and fore- warning,perfect internal control system in accordance with the systematicness and maneuverability between each system,estab- lish information platform by using technology, reinforce duty--charging of college commission for discipline inspection.
