This article states that under the background of the international metropolis construction, how to make good use of its own multi - level advantages of higher education and its rich human resources provides the high technical personnel support for the economic and social development in xi＇an. How to deploy, use, and develop the talent strategy can make Xi＇an form the talent structure with competitive ability, and to ensure the Xi＇an economy play its advantages in the competition.
