摘要
第一次世界大战期间,北京政府宽待在华德侨,引起协约国方面的不满。大战结束后,英国为彻底扫除德国在华势力,力促北京政府遣送全部德侨。北京政府出于人道主义和实际需要,计划对部分德侨免予遣送,遭到英国外交官员的阻挠和在华英侨的反对。北京政府遣送德侨的具体工作也一再受到英方的干预。但由于中国朝野人士的帮助以及巴黎和会后遣送计划的变更,大量德侨最终得以留在中国,这对战后中德关系乃至整个东亚国际关系格局都具有深远影响。
The Beijing Government treated German aliens in China leniently during WWI,which caused the displeasure of the Allies. After the War,the British Government urged the Beijing Government to repatriate all German aliens. Stem from humanism and actual need,the Beijing Government intended to exempt some German aliens from repatriation,but it was obstructed by British diplomats and opposed by British aliens in China. However,most of German aliens were not repatriated eventually,which exerted far-reaching influences upon the international relations.
