加强铁路企业应急管理的探讨

全面、扎实地做好突发事件应急管理工作,是铁路企业在面对突发事件或危机中科学应对、减少损失、缩小事故影响范围,有力推动安全风险管理的重要基础。从树立危机意识、完善应急预案、加强应急管理教育、统筹应急资源、强化路地协调、加强应急演练等方面阐述应急防范与准备;从畅通及时的信息报送、统一高效的决策指挥、快速有效的应对处置、科学专业的处置方法、全面有力的应急保障等方面阐明应急响应与处置;从快速的善后恢复、细致的安抚疏导、健全的奖惩激励、全面的评估反思阐释应急善后与恢复,以加强突发事件应急管理工作,提高突发事件快速应对能力。

Doing well the emergency management works of emergencies is an important basis of railway enterprise scientifically treating and reducing loss, narrowing accident influence scope and powerfully promoting safety risk management when facing emergencies or crisis. This paper expounds the emergency prevention and preparation from aspects of establishing crisis consciousness, improving emergency plan, strengthening education of emergency management, integrating emergency resource, enhancing coordination between railway and local government as well as strengthening emergency exercises; expounds the emergency response and treatment from aspects of smooth and in-time information transmission, unified and high-effective decision command, fast and effective treatment, scientific and special treatment methods as well as all-sided and powerful emergency guarantee; and expounds emergency matters concerning reconstruction and recovery from aspects of fast recovery of the matters concerning reconstruction, meticulous conciliation and persuasion, completed reward, punishment and incentive system as well as all-round evaluation and self-examination, so as to strengthen emergency management works of emergencies and increase fast treatment capacity of emergencies.
