德国铁路列车运行线产品管理体系研究

Study on Management System of Train Operation Line Products on Germany Railways

在阐述德国铁路列车运行线产品分类的基础上,分析列车运行线价格管理和列车准时运行管理。针对列车运行线产品制定的差异化的市场价格体系,主要由线路基本价格、列车产品系数,以及其他附加收费构成。德国铁路路网公司对列车运行线预定和注销收取相应费用。通过实施列车运行线激励体系,对路网公司和铁路运营公司不同原因造成的列车延迟进行收费,从而对部分重点列车的准时运行进行管理,达到减少列车延迟、提高路网利用效率的目的。

Based on expounding categories of train operation line products on Germany railways, this paper analyzes the price management of train operation line and the management of train punctual operation. Targeting with train operation line products, the differentiated market price systems was established, which mainly composed with basic price of line, coefficients of train product and other extra charges. DB Netz AG collects fees on the reservation and cancellation of train operation line. Through implementing the incentive system of train operation line, fee charging was taken on the train delay caused by different reasons of railway network company and railway operation company, thus taken management on punctuality of partial important trains, so as to achieve the objects of reducing train delay and increasing utilization efficiency of railway network.
