我国合资铁路吸引社会资本长效机制的探讨

Discussion on Lasting-effect Mechanism of Joint Venture Railway Absorbing Social Capital in China

发展合资铁路不仅是铁路吸引社会资本的重要渠道,也是有效推进铁路建设和运营体制改革、促进区域经济协调发展的重要方式。在阐述合资铁路相关政策演变的基础上,分析近年来合资铁路的发展规模、投融资特点及路网定位,从保障合资铁路运输安全、加强运输服务质量管理、完善运价形成机制、实行补贴政策4个方面,提出进一步完善合资铁路吸引社会资本长效机制的建议。

Developing joint venture railway is not only an important approach of railway absorbing social capital, but also an important way to availably promote railway construction, operation system reform and economic coordinative development. Based on expounding the evolution of relative policy on joint venture rai!way, this paper analyzes the development scale, financial characteristics and railway network location of joint venture railways in recent years, and puts forward suggestions on further improving the lasting-effect mechanism of joint venture railway absorbing social capital from 4 aspects, such as ensuring transport safety of joint venture railway, strengthening quality management of transport service, improving tariff formation mechanism and implementing subsidy policy.
