摘要
随着人们对教育公平的认识和追求的不断提高,迫切需要采取措施解决我国区域之间、城乡之间、学校之间义务教育的办学水平和教育质量的差距问题。而实现义务教育的均衡发展,教师资源配置是关键。因此,在我国有关"支教"教育实践以及国外有关经验的基础上,针对义务教育发展阶段的教师交流制度开始实施起来。但是这毕竟是一种新的制度,人们在思想上或是在具体的施行过程中会有这样那样的问题,如何解决这些问题,有效施行教师交流制度,都是这篇文章所要探讨的问题。
With the further pursuing of educational fairness, it is urgent to dissolve the educational difference between different regions, between the urban and rural areas and different schools.The allocation of teaching resources determines the balance of compulsory education.Consequently, teachers exchange system has been formulated based on the system of teaching aid and foreign experiences.As a new thing, the system is not necessarily perfect and the present paper attempts to analyze the problems and tries to offer solutions.
