A Study on Risk Analysis and Risk Prevention Strategy for Sino-foreign Joint Education Programs in Regular Institutions of Higher Learning

中外合作办学是一种涉及多方利益主体的跨国家、跨文化、跨教育模式的新型合作办学模式,其面临的环境变动、合作不对等、招生、教育等10类风险,对中外合作办学项目及办学单位的声誉、发展和存续带来严峻挑战。在项目运行过程中,通过建立风险预警机制、完善风险监管机制、建立风险分担机制、密切合作办学利益各方的信息沟通、强化内部质量保障机制,可以有效规避中外合作办学项目风险,提高中外合作办学运行绩效。

With features of being international, multi-cultural, Sino-foreign Joint Education Programs is a new coop- erative education mode with many interested parties involved. The major risks encountered by Sino-foreign joint education programs involve that environmental swings would pose grim challenge to the reputation, development and survival of the joint education programs. To establish risk warning and risk co-sharing mechanisms, improve the risk supervision mecha- nism, strengthen internal quality assurance mechanism and information exchange mechanism within many interested parties concerned could avoid risks and help improve operation or management performance for of these programs during their implementation.
