教育效率与公平的生态性一体同行共建双赢

Education Efficiency and Equity as a Coordinated Organic Whole

在传统文化理念和行动实践中,教育效率与公平犹如"熊掌和鱼不可得兼"一样,是两个先后差序甚至对立性的性能价值存在、判断、选向、建构和选择,二者的实现往往被理解、阐释、设计和实践成下述关系模式:以对方的退让、萎缩和牺牲为条件,或以双方的分裂、对抗与压制为前提,甚至以公然的忽悠、偏袒与弃守为策略。形成这一误区的根本原因在于未能科学地用更为普遍和上位的教育社会生态事实与理念对此进行客观合理的全质性考察、解释、把握和建构。教育效率与公平是每一个教育社会成员体现、参与、创造和享有教育社会生态全质有质量生存价值的两个基本性能、选向、层面、标准和方式,是教育生产的实质性能与教育生活的本质目标有机统一的全质价值形态,它完整地赋予、决定和要求现实教育社会生态有效生产的全员差异性和公平生活的共生共享性之间的有机融合平等统一和相互体现渗透支撑。科学健全的社会体制、文化价值与行动实践的设计、选择、践行和评价自然、应该且必然是教育效率公平化与教育公平效率化生态性一体同行共建双赢的全质性生态形态。

Traditionally,education efficiency and equity were hardly compatible,because their value, selection and priorities are vastly different. The realization of one usually involved the sacrifice or repression of the other,hence the rift between them. The reason for such a situation is that education efficiency and equity has not been examined and constructed from the perspective of universal and more embracing concept of social ecology. Efficiency and equity in education represent social members’ involvement,participation and creation of forms of value,which entails respect for differences between social members on the one hand and social fairness on the other. The design,selection,implementation and assessment of a sound social system,healthy cultural values,and their realizations should and are bound to be expressed in the organic whole of education efficiency and equity.
