我国现代学院制度的历史变迁与结构重建

On the Evolution and Restructuring of the Modern College System in China

在积极推进现代大学制度的背景下,我国高校在现阶段应首先致力于推进构建现代学院制度。1949年以来,我国高校院系层面治理结构经历了一个曲折的演变过程。要重构现代学院制度,应遵循具有宽广的国际视野、有利于实现大学职能、遵守管理的基本规律、汲取新中国成立以来大学发展的经验教训、吸收近年来大学改革的成功经验等基本原则。根据中国高校实际,重构现代学院治理结构的基本要点包括:在学院层面组建教授委员会,实行教授治学;实行党政合一的院长负责制,理顺学院一级政治权力、行政权力;推行教职工(代表)大会,实现教职工民主管理。

In a context of modern university system reform,universities should strive to promote the construction of modern college system at the present stage. Based on a discussion of the evolution of university and college systems since 1949,this paper argues that the following principles should be considered in the construction of the modern university system：international dimensions,the realization of university functions, basic management rules,lessons from university development,experience of university reform,etc. Based on the fundamental realities of Chinese universities,this paper proposes ideas for modern college governance reconstruction：to implement professor’s governance by setting up a committee of professors at the college level;to carry out the dean accountability system with the unity of the Party and the administration to in ministering powers;to practice the staff（representative） general assembly to realize staff democratic management.
