在法治政府框架下进一步转变政府职能

Further Change of Government Function under the Framework of Legal Government

改革开放以来,政府职能转变是以市场经济体制的建立和完善为出发点,通过依次展开的政企分开、政事分开等改革,强化宏观调控职能、社会管理职能和公共服务职能,试图理顺政府与企业、政府与市场、政府与社会的关系,合理定位政府职能。目前,我国政府职能的界定及其运行在实践中存在很多问题,核心症结在于认识不到位、法治不到位、配套改革不到位。转变政府职能应与2020年全面建成小康社会目标相适应,在法治的基础上,完善宏观调控、公共服务、市场监管、社会管理、环境保护等职能。

Since China＇s reform and opening up,the basic transition of government function starts with the establishment and perfection of the market economy system ,by separating government functions from enterprise management and sepa- rating the government from institutions,strengthening the regulation and control function,social manage- ment and public service functions ,in order to straighten out the relationship between government and enterprises,govern- ment and market,government and society so that can reasonably position the function of government.At present,there are a lot of problems in the definition of our government function and its operation,the core lies in the understanding not reaching the designated position as well as the rule of law and supportive reforms.The transformation of government functions should be adapted to the goal of building a moderately prosperous society in 2020,on the basis of the rule of law,transforming and perfecting the macroeconomic regulation and control, public services, market supervision,social management,environmental protection and other functions.
