Whether a ruling party has rules or not,mainly judged by the eonseiousness of rules of the leading cadres at all levels.The rules and disciplinary consciousness of the leading cadres are not only the major support to build dams to resist corruption,but also the necessary political integrity of an omeer or politieian.More than 90 years＂ history of the Communist Party of China proving strict discipline,strict following the rules is not only the key to ensure the whole Party strict enforcement of orders and prohibitions,centralized and unified,but also the important guarantee to achieve the modernization of national governance.Strengthen the leading eadres＂ discipline and rules consciousness not only en- riches the theory of discipline construction of the Party,but also shows a height of sublimation of a new session of cen- tral collective leadership to strictly govern and run the Party aeeording the rules.
