The strengthening and improving of the Party＇s construction in colleges and universities is the fundamental guarantee of running the Party strictly.Therefore,the strengthening and improving of the party＇s ideal construction should be put in the first place,sticking to take construction of all levels of leadership and leading cadres in colleges and uni- versities as the key to the strengthen and improvement the Party＇s construction in colleges and universities,continually improving the political quality and the ability of managing college of the leading cadres in colleges and universities, strengthen the construction of the Party＇s grass-roots organizations and party members in colleges and universities as well as universities＂ building of the Party＇s style and of a clean government.
