城市规划设计中防灾设计的不完善是引发城市内涝灾害的因素之一。面对日益严峻的城市内涝灾害,当务之急是在城市规划设计中树立防范灾害风险的意识,借鉴国外先进的管理经验,构建以科学规划为设计基础,以科学管理为重点,以法律制度为保障的城市灾害风险防范体系,力争实现城市发展的标准化、生态化与智能化。

The imperfect of the design of disaster prevention in city planning is one of the factors causing the city watedogging disaster.Facing the increasingly serious urban waterlogging disasters,the priority is to establish the concept of disasters and risks prevention in urban planning and design,to draw advanced management experiences from foreign countries,to build a urban disaster prevention system that take the scientific planning as the design basics,the scientific management as the key,the legal system as the protection and ＂strive to achieve standardization of urban development, ecology and intelligent.
