贝尔纳在其代表作《科学的社会功能》中认为,在商业和政治影响下,科技成果的不当运用和难以预料后果的科技创新使科学陷入了信任危机,从而阻碍了科技的健康发展,由此他提出公众参与科学、理解接纳科学与调控科学的思想。《科学的社会功能》中所涉及的公众参与科学思想虽然存在历史的局限性,但其更不乏值得后世吸收和借鉴之处,因而研究其思想,对人们认识公众参与科学的意义,探索公众参与科学的合理方式都将有重要的启示作用。

In his masterpiece of The Social Function of Science, J.D. Bernal believes that under the influence of commerce and politics, the abuse of scientific and technological achievements and the innovation with unpredictable results have got science into confidence crisis, which has impe- ded the healthy development of science and technology, so he puts forward the idea of public par- ticipation in science, understanding and accepting science and regulating and controlling science. Despite its historical limitations, the idea of public participation in science referred to in The So- cial Function of Science is still worth absorbing and using for reference by further generations. Thus, the research into his thoughts will provide enlightenment for people to understand the sig- nificance of public participation in science and to explore its appropriate ways.
