大学章程与依法治校——以民办高校章程建设为视角

Regulations for Institutions of Higher Learning and Their Administration by Law——From the Perspective of the Establishment of Regulations for Non-governmental Institutions of Higher Learning

近几十年来,我国高等教育事业不断发展壮大,由单一的公办高等院校扩大到目前公办高等院校与民办高等院校共存的局面,在教学方式、管理制度、生源类别等方面都有创新和扩张。可以说,民办院校的出现为我国高等教育事业注入了澎湃的活力,不仅有利于我国高等教育事业的长期发展,同时也满足了社会大众对于高等教育的迫切需要。因此,民办高等院校更应该注重自身建设,落实依法治校,借鉴国内外高校的先进经验制定自己的大学章程,完善民办高校的教育形式,创造独具特色的校院文化和大学精神。

In the past few decades, China has experienced a trend of continuing development of higher educa- tion, for the pattern of China＇ s higher education today has changed from the single public institutions of higher learning to the co-existence of both public and private institutions of higher learning, while the teaching pattern, administrative regulations and student sources have also expandted. The emergence of private colleges and universities can be said to have energized the higher education cause of our country, which has not only benefited the longterm development of higher education in our country but also met the public＇ s urgent demand for higher education.Therefore, private colleges and universities should pay due attention to their self-construction, manage school affairs according to law, and formulate school regulations by referring to advanced experiences of other institutions of higher learning at home and abroad so as to improve their education patterns and to create their respective school culture with their own characteristics.
