生态文明视阈下城市经济社会发展评价体系设计研究

Studies on the Evaluation System of Economic and Social Development under Ecological Civilization Construction

完善和健全城市经济社会发展的评价体系,建立符合生态文明要求的评价机制和体系,既是贯彻生态文明理念的具体体现,也是推动我国环境保护的重要措施和手段。本文在对经济社会发展评价体系进行回顾分析探讨的基础上,结合有关研究成果和实践经验,构建了融入资源消耗、环境损害和生态效益的城市经济社会发展综合评价体系。评价指标主要由经济效益水平、社会效益水平以及生态环境效益水平三个层面组成的模块层,由经济结构、消费水平等主体指标组成准则层,由人均工业产值、生态红线管控水平等组成的基础指标层构成。

Improving the evaluation system and establishing the evaluation mechanism of economic and social development can be seen as the embodiment of ecological civilization construction, and it will be helpful for environmental protection. Base on the literature review of evaluation system of economic and social development, this paper established the evaluation system with integrating resource consumption, environmental damage, and ecological benefits. The evaluating indicator included economic benefit, social benefit and ecological and environmental benefit.
