欧盟经验下的京津冀旅游一体化利益协调问题研究

Study on the Interests Co-ordination in the Process of Beijing-Tianjin-Hebei Tourism Integration Guided by European Union Experience

欧盟一体化发展领先于世界其他经济一体化组织,成为全球范围内一体化实践最为成功的区域典范,其旅游一体化进程与模式同样值得参考借鉴。伴随着已上升为国家战略的京津冀一体化的快速展开,京津冀旅游一体化发展机遇与挑战并存,其中三地间利益协调问题由来已久且难以解决。文章通过对欧盟旅游一体化发展核心逻辑、行动框架及关键举措的梳理分析,得到其从机构创设、制度建设、政府引导、行业合作、中小企业发展、财政资金支持、文化整合、统一营销、发展规划与服务标准协同等方面的宝贵经验,并结合京津冀地区旅游实践,对三地旅游一体化利益协调问题提出广泛建立思想共识,建立政府、行业、企业间合理治理结构与合作机制,完善利益协调分配机制,创设利益补偿机制及均衡机制、打造共生模式等一系列建议。

As the most representative and successful region in the whole world development, the regional integration development of European Union （EU） is in the leading position, and the model of EU tourism integration is worth learning. The development of the tourism integration of Beijing-Tianjin-Hebei has a series of interest conflicts, which is restricted by administrative regional economy. The tourism integration of EU has a mechanism about the construction of policy and system, operation of regional institutions including the governments and industry associations, development of small and medium-sized enterprises, funds support, culture integration, marketing integration, development planning and services standards co-ordination,which has great implications on the practice of Beijing-Tianjin-Hebei. This study aims to put forward a series of suggestions about Beijing-Tianjin-Hebei tourism integration, learning from the EU tourism integration experience.
