西安市城乡基本公共服务非均等化供给差异的影响因素分析

Analysis of the Influencing Factors of the Non Equalization of Basic Public Services in Urban and Rural of Xi'an City

长期存在的城乡二元结构造成教育、医疗等基本公共服务供给城乡差异巨大。论文构建基本公共服务均等化程度的衡量指标体系,分析西安市城乡基础教育、基本医疗卫生和社会保障服务供给的差异水平,从供给角度找出影响城乡非均等化供给差异的主要因素是经济发展水平、政府的财政能力和政府管理水平,并提出相关的政策建议。

There were wide discrepancies in the provision of urban and rural basic public service under long-standing pattern of China’s urban-rural dual structure, which severely restrict rural economic development and exacerbate the imbalance of urban and rural economic development. In this paper ,taking Xi’an as an example, we build the metric system of equalization of fundamental public services. The differences of urban-rural basic education,basic medical treatment and hygiene and social security services supplies are analyzed by means of quantitative analyses. We identify that the main factors causing differences in urban and rural basic public service provision on the supply side are as follows： the level of economic development,government’s fiscal capacity and government management. We are analyzing the degree of correlation of how these factors related to equalization index using the method of multiple regression analysis by constructing appropriate economic model to make policy recommendations for further promoting the development of urban and rural equalization of basic public services.
