目的了解近几年突发公共卫生事件监测预警系统的运行情况,为该系统的改进提供参考依据。方法文献分析,并利用2009-2013年哈尔滨市突发公共卫生事件预警信息系统的数据,分析预警系统的灵敏度和疑似信号比例。结果有关突发公共卫生事件应对的法律、法规体系已初步建立;目前已建立了传染病自动预警系统。结论目前的监测预警体系还需进一步完善,需要健全的法律法规支撑体系。

Objective To understand the operating status of monitoring and early - warning system for public health emer- gencies in recent years, provide a basis for proposing improvement measures. Methods The data in the public health emergency early - warning information system of Harbin city was used to analyze the sensitivity and false alarm rate of the early - warning system. Results There have been legal system of response to public health emergency and automatic warn- ing system. Conclusion Present monitoring and warning system need to be perfect and the legal system need to be strengthened.
