摘要
印度洋通道安全对于中国而言具有重要作用。印度洋通道在安全上,是中国能源和资源运输通畅的充分条件;在政治上,是中国实现"国际关系民主化"的良好保障;在经济上,是中国企业开拓海外市场的有力支撑;在外交上,是中国积极参与全球化进程的重要保障。但是,由于印度和美国的海洋战略对中国的不利影响以及南海岛屿争端的复杂局势,使得中国在维护印度洋通道安全问题上面临着挑战。中国应充分利用"21世纪海上丝绸之路"和发展"海上丝绸之路经济带"的契机,经略印度洋,构建中国的印度洋战略。
The Indian Ocean channel security plays an important role for China.In security,the Channel is the prerequisite for China’s unobstructed energy and resources transport;in politics,it is a safeguard for China to realize the “democratization of international relations”;in economics,it is the strong support for Chinese enterprises to expand overseas market;and in diplomacy,it is a guarantee for China to get actively involved in the globalization.But the negative effects brought by US-India marine strategy and the complex south China sea islands dispute are challenges for China to maintain Indian Ocean channel security.China should make full use of the “Marine silk road”in the 21st century and the development of “Marine silk road economic belt”,skillfully handling the Indian Ocean issue and building China’s Indian Ocean strategies.
