经济“新常态”下中国社会发展面临的挑战及政策涵义

The Challenges of China's Social Development under the Economic "New Normal" and the Policy Implications

改革开放以来中国经济与社会发展取得了显著进步,以人文发展指数来衡量中国已由"生存型"社会进入"发展型"社会,但是社会发展滞后于经济增长、东西部地区发展不平衡等特点十分明显,公共服务与社会治理也面临严峻挑战。进入"发展型"社会后中国改革将由增量改革进入存量改革,将告别激情期进入理性期,防止更大的改革风险与社会危机发生、追求更有质量社会发展将成为"新常态"。在借鉴已有研究的基础上应构建一个包含"社会经济保障"、"社会凝聚"、"社会包容"、"社会赋权"的社会质量模型。"十三五"期间中国社会要实现有质量发展必须注意维护社会公平、不断改善民生;强化社会凝聚、激活社会活力;增加社会赋权,创新社会治理。

Since the reform and opening up, China＇s economic and social development has made remarkable progress. As measured by human development index, China has entered into ＂developmental type＂ society from ＂surviving type＂ society. China＇s reform will transform from incremental reform to stock reform and from passion stage to rational stage and the pursuit of a better quality of social development will become the ＂new normal＂ preventing a greater reform risk and social crisis. Based on the theory of Human Development Index and Social Quality, the paper attempts to build a social development quality theoretical model with four dimensions of ＂ socio-economic security ＂, ＂ social cohesion＂, ＂social inclusion＂ and ＂social empowerment＂.
