转轨期中国空气污染的社会经济损失评估

Assessment on the Social Financial Loss Caused by Air Pollution during Transition

以我国中西部地区的老工业城市西安为例,从边际损害的视角出发,运用APEEP模型亦即综合评价模型估算环境空气污染造成的多种损害及其社会成本体现。研究结果表明:与以往流行的平均损害估算方法相比,边际损害估算方法具有可以明确区分不同区域污染损害强度差异的特点,从而更适宜为制定有针对性的减排政策及服务于经济可持续发展的规制目标调整提供科学依据。

In the case of Xi ＂an, an old industrial city in central and western China, this paper assessed air pollution damages and the losses of social welfare due to emissions of air pollution using the air pollution emission experiments and policy method from the angle of marginal damage. The study shows comparing with tile prevailing method-the average damage estimation method, marginal damage estimation method can clearly tell the air pollution damages difference between different districts, which is helpful to provide scientific basis for designing emission reduction policies and adjust regulation targets for sustainable economic development.
