摘要
效率问题是生态补偿的核心问题,也引发了众多学者的关注。通过全面梳理近年来发表于国内外主流期刊的相关研究文献,发现已有关于生态补偿效率评估的研究与实践仍是分散、零碎的,评价指标选择具有明显的偏向性。为了提高生态补偿效率,应深入研究如何更好地定义生态服务、设计更有效的合约履行监管机制、筛选更有效率的服务提供者等三个问题。虽然这些问题非常复杂且存在争论,但已有文献已经为进一步地研究提供了清晰的路线和方向。
The efficiency is a core issue of ecological compensation, which has inspired many scholars＇ concerns. By collecting and analyzing the relevant research literatures published in recent years on international mainstream journals, we have found that the existing researches and practices on the efficiency evaluation of ecological compensation are scattered and fragmentary, and the selections of evaluation index are apparently biased. To improve the efficiency of ecological compensation, we should further research three topics： how to better define the ecological services, design more effective supervision mechanism, and screen more efficient service provider. Although these topics are complicated and controversial, the existing researches have provided a clear path and direction for us to further research.
