摘要
排污权交易制度具有低成本高效益、兼顾保护生态环境与发展经济的优点而受到各国的青睐。但是,排污权交易的顺利实施必须依赖于完备的法治和完善的市场机制,在我国法治未建立、市场体制尚不完善的条件下实施排污权交易,其效果必将受到限制。若要真正发挥排污权交易制度的优越性,必须为其营造良好的基础和条件。
The market mechanism of environment protection policy of emissions trading system is concerned by many countries. The smooth implementation of emissions trading must rely on the perfect law and the perfect market mechanism. Because the rule of taw was not built and the market system is not perfect. Its effects in China will be limited. If we want to truly give play to the superiority of emissions trading system, we must create a good foundation and conditions for it.
