摘要
通过研究分析认为,互联网的深化应用,可以有效提高政府决策科学化和智能化水平,可以实时地对海量数据进行分布式数据挖掘,极大地缩短应急决策的时间,快速部署有关措施;加快推进政府简政放权和实现阳光执政,打通了政府和企业、个人间的信息壁垒,通过公众的广泛参与,汇集更多智慧,帮助政府提高阳光决策、民主决策和公众参与水平;可以更好地提供公共服务和保障民生,有利于企业和公众更大程度地利用政府数据价值,有效地实现自我服务和开展创新应用;可以改善基础设施,提供更多更好的便民服务,有效保障公共安全。最后,对以互联网深化应用推进政府治理现代化,从加强顶层统筹、大力推进政府数据开放、推进立法执法工作、保障隐私安全、加大人才培养力度等方面提出了有关建议。
Through the research and analysis we can get the conclusion that the further application of Inter-net will enhance the reasonableness and intelligence of government decision-making. Conducting distributed data mining on massive data in real time will shorten emergency decision-making period, making quick deployment possible. It can also accelerate the simplification of administrative procedures and realize governing transparency. Through breaking down the information barriers between the government and the enterprises as well as the indi-viduals, public participation and the gathering of collective wisdom can be realized, which will improve the stan-dards of policy transparency and democratic decision-making. Thus better public service can be provided and hu-man livelihood protected. The further application of Internet is also beneficial to the public and enterprises, who can make full use of the value inside government data to achieve the goal of self-service and innovative applica-tion of the data. Moreover, it can improve the quality of infrastructure, providing more and better services for the convenience of people’s daily life. Last but not least, the further application of Internet can meet the demand of public safety. This report has proposed suggestions on the following aspects to promote governance modernization：strengthen top-level coordination, promote government data opening, enhance work on legislation and enforce-ment to guarantee the security of privacy, and develop more human resources in this field.
