High quality teaching resources are significant support of constructing teaching system of Open University. Based on the analysis of the specific situation of development and utilization of curriculum resources, the problem of the insufficient utilization of the teaching resources emerges. Open University teachers are aware that by making use of current information technology, the methods and models should be innovated to cater to the needs of different levels of students.
