新型城镇化过程中存在着许多矛盾和问题,在此背景下政府职能应当从管理型向服务型转变。与转变政府职能相适应,消防工作也要实行改革,建立服务型消防,实现管理的社会化。要从消防责任主体的社会化、消防管理手段的社会化、消防文化建设的社会化等方面实现消防管理的社会化。

Contradictions and problems exist in the new urbanization. Against this background,it is crucial that transform government functions are transformed from administrative to service-oriented. Fire control work should reform to fit in with this transformation,build a service-oriented fire service,brings about the socialization of fire management in terms of socialization of the fire control work,the socialization of the fire management responsibility and the socialization of the fire management means.
