国家治理现代化与社会治安综合治理法治化

Modernization of National Management and Legalization of Comprehensive Social Order Management

2013年6月,习近平总书记在平安建设会议上提出,要紧紧围绕"两个一百年"奋斗目标,深入贯彻落实党的十八大精神,把平安中国建设置于中国特色社会主义事业发展全局中来谋划,把人民群众对平安中国建设的要求作为努力方向,坚持源头治理、系统治理、综合治理、依法治理,努力解决深层次问题,着力建设平安中国,确保人民安居乐业、社会安定有序、国家长治久安。我国改革开放取得伟大成就的实践证明,改革开放是与党中央的正确领导分不开的,是与社会治安综合治理的扎实推进分不开的,在全面推进依法治国的新形势下,构建系统化、法治化、科学化的社会治安综合治理系统是一项长期而复杂的工程,任重而道远。同时,应该清楚地认识到,国家治理现代化的实现必须依靠国家治理的法治化,只有通过国家治理的法治化路径,才能实现国家治理现代化的目标,而社会治安综合治理则是国家治理不可或缺的核心内容。

In June 2013 Mr. Xi Jinping,Secretary-General of the Communist Party of China,proposed at the Peace Development Conference that the development of Peaceful China should be integrated with the cause of socialism with Chinese characteristics,implemented as a demand of the public,and oriented toward management in terms of cause-effect relationships,a system and a comprehensive project,in accordance with the requirements of the 18 thCongress of CPC. The achievements of China＇s reform and open-up policy indicate that our success has been closely related to the correct leadership of the Central Committee of CPC and the substantial work concerning comprehensive social order management. It is argued that the project is complex under the present circumstances,legalization is an important means for the modernization of national management and comprehensive social order management is an indispensable part of national management.
