人民监督员制度作为一项探索创新，从2003年起经历了先期试点、扩大试点、深化改革等多个阶段，在改革探索中逐步完善。十八届三中、四中全会都把深化人民监督员制度改革纳入全面深化改革总布局作出具体部署。近日，中央全面深化改革领导小组第十次会议审议通过了《深化人民监督员制度改革方案》（以下简称《方案》）。最高人民检察院、司法部将该《方案》印发实施。《方案》的亮点之一是人民监督员的选任和管理由司法行政机关进行。
As an innovative exploration, the ＂People Supervisor System＂ has undergone the multi-stages such as pilot zone experimentation and expansion, and in-depth reform since 2003. Both the 3rd plenary session of 18th CPC Central Committee and the 4th plenary session of 18th CPC Central Committee incorporate the in-depth reform of ＂People Supervisor System＂ into the general plan of comprehensive, in-depth reform for the sake of more detailed orchestration. Recently, the tenth meeting of leading group of comprehensive, in-depth reform has reviewed and passed the Plan for In-Depth Reform of ＂People Supervisor System＂, abbreviated as The Plan. The Supreme People＇s Procuratorate and the Ministry of Justice have printed and implemented The Plan. One of the highlights of The Plan is that the judicial-administrative agencies are responsible for the selection, appointment and management of the people supervisors.
