上海与前海的制度创新，给後来者以经验和标本，但同质化的自贸区肯定不是政策初衷，各地自贸区特色不可能相同。上海与前海的经验虽有一定参考意义，但各地根据自身不同特点与环境，摸索更精准的制度创新之路，才有可为。
The institutional innovations of Shanghai and Qianhai provide their successors with experience and samples. However, free trade zones of the same nature are certainly not the original intentions of the policy. It is also impossible for the free trade zones in different places to have the same features. Although the experience of Shanghai and Qianhai has some reference significance, there will be a difference if more targeted and specific institutional innovations are made based on the different features and circumstances in different places.
