坚持世界贸易体制规则，坚持双边、多边、区域次区域开放合作，扩大同各国各地区利益汇合点，以周边为基础加快实施自由贸易区战略．逐步构筑起立足周边、辐射＇一带一路＇、面向全球的自由贸易区网络。自贸区（F7A）网络，在＇数量＇上要求要多，在＇形式＇上可以采取＇双边、多边、区域、次区域＇开放合作等多种形式，这是中国当局把握世界经济形势，深度重构国际贸易投资规则的战略步骤，是从中国实际情况出发提出的具有战略意义的一顼决策。
Abide by the rules of global trade mechanism in the bilateral, multi-lateral, and regional opening-up and cooperation. Expand the common interests with other countries and regions and quicken the implementation of FTA strategy with neighboring countries and regions. Construct the global-oriented free trade networks coupled with ＂one belt, one road＂ strategy. The FI＇A networks should feature quantitative superiority and multiple forms, such as bilateral, multi-lateral, regional and sub-regional opening-up and cooperation. This is a significant strategy in response to current global situation and national conditions, aimed at the in-depth reconstruction of the new rules of global trade and investment.
