论协同治理的价值及其在创新农村社会治理中的运用

On the Value of Cooperative Governance and Its Application for Innovative Management of Rural Area Society

创新农村社会治理是创新社会治理体制和推进治理现代化的内在要求。当前,农村基层治理中存在城镇化进程加快下的民主管理被"虚置"、乡镇政府职能转变"错位"下的治理机制不完善、乡村治理资源"碎片化"下的治理功效不明显等问题。以协同治理有助于无缝隙服务政府的构建、有助于农村基层治理结构的优化、有助于激发农村治理活力、实现农村治理资源优化配置的价值特性入手分析,探索了实现农村社会治理创新的有效路径:再造公共服务流程,打造无缝隙服务政府,推进农村治理现代化;构建"一核为主、多元共治"的农村治理机制;激发治理主体活力,完善治理资源配置体系。

The innovative social management of the rural areas is the inherent requirement of the innovation of social management system and promotion of the modernization of governance. At present, there exist ＂nominally＂ the democratic management in the accelerating process of urbanization practiced by the rural grass-roots, the imperfection of the governance mechanism under the ＂dislocation＂ of the function transformation of the township governments and the managerial inefficiency of the rural governance featured by resource ＂fragmentation＂. Based on the analysis of the synergy governance which helps seamlessly serve the government construction, benefit the optimization of the rural grassroots governance structure, favor the stimulation of the vitality of rural governance and bring about valuable characteristics of the optimization of the allocation of resources, this paper probed into the effective paths for the implementation of rural society managerial innovation： reconstructing the public service processes, forging a seamless service government ; promoting the modernization of rural governance, creating ＂a nu- clear basis, multi governance＂ rural governing mechanism; stimulating the vitality of the main frame governance and perfecting governing resource allocation system.
