摘要
改变省级重点生态功能区的单要素管理现状,向多要素、全系统综合管理模式的转变,其关键点是理顺政府、社会和自我补偿相结合的生态补偿机制,在逐步推进区域、流域生态系统结构与功能的良性好转过程中,实现自我补偿、生态补偿的最终目标。
A shift from the uni-factored management of provincial key eco-functional region to a multi-factored and comprehensive management mode lies in straightening eco-compensation mechanism joined by the integrity of government, society and self-compensation.
