Speeding-up the Innovation of Basic Mechanism to Promote Transformation and Upgrading of Open Economy——An Exploration of New Mechanism of Co-development between Economic Development Zone and Neighboring Towns in Kunshan

党的十八届三中全会提出,要构建开放型经济新体制。昆山市充分认识加快基层机制创新的重要性和紧迫性,积极探索区镇联动新机制,通过行政协调来实现区域治理与区域共同发展,促进区、镇合理分工、协同融合、利益共享、责任共担,最终实现区、镇相互协调、相互促进的共同发展格局;作为区域化探索,区镇联动在发展中需建立合理的利益分享机制,完善组织协调机制,健全经费保障机制,规范考核机制,最终实现区、镇的"集体行动",由原来的"单打冠军"转变为"团体冠军",最终促进昆山开放型经济转型升级。

The Third Session of the Eighteenth Central Committee of the CPC puts forward to build a new open economic system. Realizing the importance and urgency of speeding-up the innovation of basic mechanism, Kunshan is exploring new mechanism of co-development between economic development zone and neighboring towns. Administrative coordination promotes cooperative fusion, reasonable division, revenue and responsibility sharing in Kunshan. Also, many mechanisms need to be improved such as benefit sharing mechanism, organization and coordination mechanism, funds guarantee mechanism and standard assessment mechanism to realize the co-development between economic development zone and neighboring towns.. Collective action will promote the transformation and upgrading of open economy in Kunshan.
