南召生态县建设指标体系与潜力评估 被引量:3

Index system and potential evaluation of ecological construction in Nanzhao County

摘要 为探索生态县建设指标和方法,以河南省南召县为例,建立了涵盖资源环境、生态产业和生态人居等3类15项指标的生态县建设指标体系。采用直线趋势方程拟合法,从生态县建设指标变化的过程来预测未来的发展趋势;采用阈值法将不同量纲的指标转换为统一的分值,进行生态县发展潜力的评估。结果表明,城镇人均公共绿地面积、农村生活用能中清洁能源所占比例、农业灌溉水有效利用系数、主要农产品中有机、绿色及无公害产品种植面积的比重和规模化畜禽养殖场粪便综合利用率等5项指标未来较难达标,根据发展潜力评估的结果,划分2014—2016和2017—2020分别为省级和国家级生态县发展阶段,对我国中部欠发达地区山区农业大县的生态规划和生态文明建设具有重要的指导意义。 Indices and methods of ecological construction are the main bases for ecological planning and ecological civilization constructing. Taking the Nanzhao County of Henan Province as a case, the ecological county index system consisted of 15 indices of 3 categories including resource and environment,ecological industry,and ecological habitat. The trend forecasting method was applied to predict the future development from the history of the various indicators. The threshold method was applied to make different dimensional indices converting into unified scores, to evaluate potential of ecological construction. The results indicated that 5 indices of Nanzhao county did not reached the index standard,such as public urban green space per person, ratio of renewable energy use in rural household, effective utilization rate of agricultural irrigation water, ratio of organic and green product to agricultural products, ratio of treatment of livestock wastes. However, they had development potential. We set construction projects to different indices, according to the results of potential evaluation, dividing the provincial and national ecological county construction implement stages are 2014 - 2016 and 2017 - 2016. This paper shows important directive significance for the ecological planning and ecological civilization constructing in underdeveloped areas of major agriculture mountain county in central China.
