群团组织参与社会治理的现状与对策——以温州侨联为例

Present Situation and Countermeasures of Participation of Mass organizations in Social Management——A Case Study of Wenzhou Oversea Chinese Association

群团组织参与社会治理是时代赋予的重任,也是自身发展的需求。近年来,温州侨联参与社会治理成效显著,但仍存在一些问题。促使群团组织有效参与社会治理,需要多方形成合力:群团组织应积极引进社会工作理念与方法,转变职能提升工作的有效性;基层群团组织要加强整合与协作,在服务社区中走出边缘化困境;政府要提供必要的政策支撑,助推群团组织成为真正的"枢纽型"社会组织。

The participation of mass organizations in social management is the requirement of the times, and the need of self-development. In recent years, Wenzhou Oversea Chinese Association has remarkable achievements in its participation in social management, but there are still some problems. Efficient participation of mass organizations in social management requires the cooperation of various sectors： the mass organizations should actively introduce the ideas and methods of social work, make transformation and enhance effectiveness; the grassroots mass organizations should strengthen collaboration and go out of the dilemma of marginalization in the community; the government should provide necessary policy support and boost the formation of ＂hub＂ social organization of mass organizations.
