制度压力如何影响地方政府公共服务创新的扩散?——以城市网格化管理为例

How Institutional Pressures Affect Innovation Diffusion in Local Government Public Services: The Case of Grid-based City Management

论文从组织社会学的新制度理论的视角出发,构建了制度压力及其他地方政府本身特征因素对地方政府公共服务创新扩散影响的模型。通过对城市网格化管理创新扩散及其影响因素的事件史分析,分别揭示强制压力、同行压力和其他政府自身特征因素对地方政府公共服务创新扩散的影响。实证分析表明,制度压力是影响地方政府创新的重要因素,强制压力和同行压力与城市网格化管理创新的扩散正相关,而城市辖区面积的大小和城市行政层级的高低与城市网格化管理创新的扩散负相关,城市经济发展水平与城市网格化管理创新的扩散正相关。上述研究发现对进一步认识和理解我国地方政府公共服务创新扩散的模式具有重要的现实意义,并可为我国培育和推广卓越的地方政府公共服务创新提供理论依据。

The paper proposes a model for the institutional pressure and internal determinants influencing innovation diffusion in local government public services from the perspective of neo- institutionalism. It reveals how coercive pressure,peer pressure and other internal determinants affect innovation diffusion of local government public services through a longitudinal event history analysis of the grid- based city management innovation. The empirical analysis shows that institutional pressures are important factors affecting local government public services innovation diffusion. Both coercive and peer pressures are positively correlated with the diffusion of city grid management,while the area of the city and the city administrative level are negatively correlated with the diffusion of city grid management. The city population scale and the economic level are positively correlated with the diffusion of city grid management. The study results have important practical significance. First, it increases our understanding of our local government public services innovation diffusion model. And,it shows us how we can cultivate and promote the diffusion of local government public service excellence.
