The Strategic Selection of the New Normal

新常态下,我国经济在面临生态环境危机和城市病不断蔓延两大难题的同时,也面临着经济增长低迷的潜在风险。为此,"十三五"期间必须通过宏观调控创新实现稳增长,使经济运行稳定在合理区间,同时化解各类经济风险;把转方式、调结构放在更加重要的位置,实现我国经济由中低端向中高端的转变,在不断优化结构中释放需求潜力,增强发展的持久动力,为实现"中高速"增长提供支撑;要全面深化改革,增加经济发展的活力和创新推进力,保障社会公平正义,实现国家治理能力的现代化,通过深化财税体制改革,解决公平问题和收入差距过大问题。

Facing the ecological environment crisis and the urban disease spreading continually, China＇s economy are also confronted with the potential risk of economic growth downturn under the new normal. Therefore, China must innovate the macro-control style to realize steady growth, so as to run the economy stable at a reasonable interval and resolve a variety of economic risk during the period of the 13th five year plan. We should focus on the mode transfer and structure adjustment, move up from the low to middle range of Chinese economy to the middle to high range, release the potential demand by optimizing the structure, enhance the sustaining power of development, and provide support for the high-middle speed of growth. Also, the author considers that China should take fully deepen reform to increase the vitality and innovation of economic development, ensure social justice, modernize the country＇s governance capacity, and especially solve the fair problem and excessive income gap by reforming the fiscal and tax systems.
