阐述我国铁路产品认证的模式,介绍认证产品检验风险控制的必要性。从人的不安全行为和物的不安全状态两方面对产品检验过程中的风险因素进行识别。从人员资质和业务水平、在岗人员监督、员工检验态度、实验室授权签字人职责、实验室资质、仪器设备、试验环境设施等方面提出产品检验风险控制的主要措施。

The paper elaborates on the railway product certification mode in China, introduces the necessity of certified product inspection risk control. It identifies the risk factors in the product inspection process in view of such two aspects as unsafe behavior of human beings and unsafe condition of things. The paper puts forward main measures controlling product inspection risks based on personnel qualifications ＆ professional skills, in-service personnel supervision, personnel inspection attitude, responsibility of a signatory authorized by the laboratory, laboratory qualifications, instrument ＆ equipment as well as experiment environment ＆ facilities, etc.
