摘要
政府作为房地产市场的管理者,进行调控和引导,保持房地产市场的稳定是其主要职能.我国房地产业作为国民经济的"晴雨表",同样成为了政府、广大消费者及专家学者关注的焦点.房地产市场自2008年起近10年间,从价格非理性普遍上涨发展到当下的供需结构不合理,出现了明显的混乱和无序,这其中应该说政府难咎其责.因此,目前在逐步规范市场回归理性的过程中,需要分析政府管理的缺位与不足,审视和重塑政府行为,同时,政府要从公共利益的角度来调整思路并深层地整合我国房地产业的市场资源.
As a manager of the real estate market, the real estate market in China, to maintain the it is the main function for a government to regulate and guide stability of this market. As a "barometer" of the national economy, the real estate market attracts more and more attention from the government, consumers and experts. Since 2008, the price of the real estate rose irrationally, and now, a unreasonable supply-demand struture, an obvious confusion and disorder, which the government is to blame for somehow. It is imperative to face a government' s lack or deficiency of management, to examine and reshape government action, and the government should adjust thinking and integrate China' s real estate market resources deeply.
