中国农业气象指数保险产品的发展现状、面临难题及解决建议

Developing Situation,Current Difficulty and Solutions &Suggestions Of China's Agricultural Meteorological Index Insurance Products

农业气象指数保险作为新兴的农业风险管理工具,能很好地弥补传统农业保险存在的技术难题和管理难题。然而,目前的农业气象指数保险产品较难完成从理论到实践的推广,究其原因在于其发展过程中面临一定的技术难题和市场障碍。要促进农业气象指数保险产品的完善设计和顺利开展,应完善指数选取机制和产品构建程序;提高数据的完整性和真实性水平;对农作物气象产量进行合理分离,提高传统农户对气象指数保险的认知水平;积极研发气象指数保险产品;拓展气象指数保险的政策空间。

As a new risk management tool, the agricultural meteorological index insurance can make up for the technical problems and management difficulty that exists in our traditional agrieuhural insurance. However, it is difficult for the current agricultural weather in- dex insurance product to accomplish the promotion from theory to practice. The main reason lies in the technical and market problems during its establishment. In order to improve the agricultural weather index insurance product, people should improve the index selection mechanism and product construction program; improve the integrity and reality of data; combine other departments to researching agri- cultural weather index insurance product, improve traditional farmers cognitive level of meteorological index insurance ; actively devel- op insurance of meteorological index; develop the policy space of meteorological index insurance.
