产业集聚度视阈下的承接产业转移问题研究--以兰州新区为例

产业集聚度是衡量一个区域产业发展水平的重要指标之一,对区域重点选择承接产业具有指示意义。为使兰州新区有效承接发达地区的产业转移,运用产业动态集聚EG指数模型,从产业集聚视阈下对兰州新区承接产业转移问题进行实证研究。本文在阐述产业集聚度对承接产业转移影响的基础上,利用2004-2013年兰州各工业行业的数据,对其产业集聚度进行测算,将其结果分为低、中、高集聚度层级,以此层级分类选择兰州新区重点承接产业,并针对性地提出承接产业的对策建议:第一,积极承接中集聚度产业,提高承接产业的集聚优势;第二,自然承接低集聚度产业,培育未来承接产业集聚能力;第三,加强承接主导产业转移,打造精品产业集聚新区。

The industrial concentration degree is one of an important indicator of the development level of regional industry, which is of instruction significance for regions to undertake the key industries. To make the new district in Lanzhou effectively un- dertake the industry transfer from the developed areas, by using industry dynamic cluster EG index model, from the per- spective of of industrial agglomeration, this paper makes an empirical research on undertaking industrial transfer in the new district of Lanzhou. Based on the demonstration of the impact of industrial concentration on undertaking industrial transfer, using the data of each industry from 2004 to 2013 in Lanzhou, it measures the degree of industrial concentration. The re- sult can be divided into low, medium and high levels of agglomeration, which can be used to classify and select the under- taking industries. Then it puts forward some countermeasures and suggestions： first, actively undertaking the industries with the medium level of agglomeration and improving the agglomeration advantage of undertaking industries; second, naturally undertaking the industries with low level of agglomeration and cultivating the future ability to undertake industrial cluster; third, strengthening to undertake leading industry transfer and building high - quality new industry agglomeration districts.
